The Modimolle-Mookgophong 2018/19 municipal budget raises some serious concerns.
I received information that reveals that the real income for 2017/18 was only R213 million. The financial year ended with outstanding debtors of R95 million. Does the reported R477 million income as budgeted for 2018/19, include or exclude non-payment and bad debt?
If not, and the trend of collection remains, the real income will be considerably lower. The shortfall against expenditure could then exceed R200 million.
The mayor appeals to the community to pay accounts on time. It is, however, doubtful that it will happen. Maybe more pressure should be put on councillors to assist and do some serious collection in their wards.
Planned capital projects may also be affected as government may withdraw millions, should under spending occur.
Does a financial recovery programme plan for our town exist or is it still in the making?
